Sir GARFIELD BARWICK - Mr. Speaker, if I can answer the last part of the honorable gentleman's question first, let me say that, so far as I am able. T will administer this act with the care and the integrity this country expects of me. So far as the churchmen are concerned, of course, a churchman is quite free to express his own individual opinion. I have the gravest doubts whether the lay people who form the church always affirm and agree with the opinions of individual churchmen.
