Sir GARFIELD BARWICK (PARRAMATTA, NEW SOUTH WALES) (Attorney-General) - I, of course, join with the honorable member in saying that this is a very important treaty to this country. The part played by the former Minister for External Affairs in connexion with it is very notable. The Government has decided to ratify the treaty. It is possible to do this merely by executive action, but the Government does not propose to follow that course. A bill will be brought before this House in the next sittings and full opportunity will be given to discuss the treaty at that time.
