Mr DOWNER (ANGAS, SOUTH AUSTRALIA) (Minister for Immigration) - I am surprised that the honorable member for Kingston should impute such base motives to honorable senators. In any case, I think it would be highly improper for this House to pass judgment on another place. There have, however, been no new arrangements regarding representation either of myself, or of honorable senators and members of the House of Representatives at naturalization ceremonies. These rules were laid down some time ago, and I think my honorable friend is only, too well aware of them.
