Mr ROBERTON (RIVERINA, NEW SOUTH WALES) (Minister for Social Services) - I regret that the honorable member for EdenMonaro did not hear what I had to say in connexion with this matter when I introduced the amending legislation. The supplementary allowance is designed to relieve hardship and improve the circumstances of those who are dependent on a single pension, who have to pay rent and are deemed to be entirely dependent on one pension. All the discretionary powers are vested in the DirectorGeneral of Social Services, and it is for him and no one else to determine whether such persons are deemed to be entirely dependent on their pensions.
