Mr DRUMMOND (NEW ENGLAND, NEW SOUTH WALES) - I preface my question to the Prime Minister and acting Treasurer by saying that from time to time criticisms have been directed against the Commonwealth for its failure to return sums to the States which are adequate. Is it not a fact that prior to the introduction of uniform taxation the States had to provide finance for unemployment relief, practically all hospitals, including mental hospitals, and also for social services, all of which is now provided in very large sums from the National Welfare Fund? To what extent does this fact condition the total amount of Commonwealth grants now made to the States as a return of a proportion of the national income to the States?
