Mr WARD (East Sydney) (Minister for Transport and Minister for External Territories) .- Briefly, this Government deals directly with the State governments, which in turn deal with the local governing bodies. The Commonwealth does not endeavour to impound any moneys which remain unexpended. Money is made available to the States on the basis of the schedules of works submitted. If a local governing authority has an unexpended balance at the close of the year the sensible procedure would be for that State government to allow it to retain the money in order to finance the work at a later date.
