Mr TURNBULL (Wimmera) . - The Minister for Transport (Mr. Ward) has said on other occasions that road construction and maintenance is a responsibility of the States. As- the petrol tax is collected from motor users in the States, and as this Government in the seclusion of Canberra gets the money into its coffers-
