The TEMPORARY CHAIRMAN - Order ! The honorable member must deal with the bill.

Mr WHITE - Had the Government acted more humanely and had it taken an Empire outlook, it could have acquired food, as other dominions and other countries have done, and given it to the United Kingdom, in addition to this monetary concession. Australia should produce more food, and there should be more gifts in kind as well as in money. This gift is something, but it is not adequate.
