Mr HOLLOWAY (MELBOURNE, VICTORIA) (Minister for Labour and National Service) - The answer is " Yes ". The object of the Government is to, as quickly as possible, entitle immigrants whom we are satisfied will become permanent residents of this country, to the same rights and privileges that are enjoyed by native citizens. There is a residential qualification of twelve months in the Social Services Consolidation Act, and normally child endowment- would not become payable until the expiry of that period; but, the Government has empowered the Director-General of Social Services to make such payments as soon as he is satisfied that the new arrivals will settle permanently in Australia.
