Mr RODGERS (WANNON, VICTORIA) - Reference is made in the Governor-General's Speech to a proposed conferenceof Commonwealth and State Ministers, and the Government, through the press, has announced its intention of co-operating with the States on the matter of certain proposals for the unification of Australian railway gauges. Will the Prime Minister say if this House will have an opportunity of discussing this subject before the conference is held, and, if not, will the right honorable gentleman undertake that no financial commitments will be entered into with the States until this House has had an opportunity of examining and ratifying them?
