Mr BRUCE - The Government has already taken the necessary steps to move His Majesty to ratify the treaty on behalf of the Commonwealth of Australia. I understand that the British Government has already taken action in this respect so far as Great Britain is concerned. I have not yet been informed whether the other dominions have moved to have the treaty ratified, but I have no doubt that the ratifications on behalf of all the nations comprising the British Empire will be deposited at Washington in the near future. The Government does not propose to offer facilities for debating the treaty in this Parliament, because it was submitted to and fully discussed in this Parliament last year. In any event, it would be impracticable for such discussion to take place prior to ratification, as it is desirable that the ratifications shall be deposited immediately.
