Mr GREGORY - What is the reason for the retrospective provision?


Sir NEVILLE HOWSE - The act of 1910 gave power to the Governor-General to make ordinances "until the Parliament makes other provision for the government of the Territory." It has been suggested that that " other provision " was made by the act of 1924, and that upon the passing of it the power to make ordinances ceased. A doubt upon this point having been raised in connexion with a housing ordinance following upon the creation of the commission as " a prescribed authority " under the Housing Act, this amendment to omit the limiting words is proposed.
