Mr BRUCE - The replies to the honorable member's questions are as follow : -

(a)   The Commonwealth Government desired to have an opportunity of considering the provisions of the convention in question before it was signed on their behalf, and the Commonwealth delegate was accordingly instructed to withhold signature.

(b)   The report presented to Parliament is that of the Commonwealth delegate. In view of the instructions he received as to signature he presumably did not think it necessary to make any reference to this point.
