Dr EARLE PAGE - The Government has given very careful consideration to the question of making good the deficiency in customs and excise revenue. It has examined certain loopholes by means of which some taxpayers have been able to devise means of evading payment of the taxes, which are imposed upon other members of the community who are similarly circumstanced, and whose obligations are consequently increased. In addition, anomalies in the existing law have been investigated, and, as a result, the Government proposes to bring down legislation designed to remove anomalies and prevent evasion of taxes.

With the increase in income tax revenue following on this amending legislation, it is anticipated that this year's commitments will be met without any increase in the rates of direct taxation.
