Sir NEVILLE HOWSE - The answers to the honorable member's questions are as follow : -

1.   Yes. The Federal Capital Commission staff consists both of officers in the Public Service and others employed directly by the Commission. Some of those under the Public Service Act receive theCanberra allowance prescribed in Public Service Regulation 97b and others do not, the Public Service Board having decided that they are not so entitled. In regard to Commission employees, the Commission decided - when increasing rentals to a commercial basis - to grant allowances to those officers already occupying houses, but decided that those occupying houses after the amended rentals came into effect should receive no allowance, as in such cases there was no question of an alteration of a condition of an existing occupancy.

2.   So far as public servants are concerned, this is a matter for the consideration of the Public Service Board. In regard to its own special employees, the Federal Capital Commission is prepared to review any individual cases of hardship, but sees no reason to grant a. rental allowance to all members of its staff as a principle.
