Mr GIBSON - The answers to the honorable member's questions are: -

1.   Yes.

2.   The volume of business offering is not sufficient to justify the installation of public telephones wholly at the cost of the department; but the facility will be provided upon those responsible guaranteeing to make good the difference between the estimated revenue and the estimated cost, in accordance with the usual practice. I may mention, however, that telephone service is available within reasonable distance of the race-course and ovals referred to.
