Mr McGRATH (BALLAARAT, VICTORIA) asked the Minister of Home Affairs, upon notice -

1.   What is delaying the filling of the following positions in the Department of Home Affairs, advertised in the Commonwealth Gazette of September and December last respectively : -

(a)   Two Fourth Class clerks, Central Staff.

(b)   Two Fourth Class clerks, Works Branch, Victoria ?

2.   Did the permanent head make recommendation early this year to the Public Service Commissioner in relation thereto?

3.   Does not the Minister think that delays of this kind tend to produce dissatisfaction amongst the officers?

4.   When will the appointments in question be made ?

Mr ARCHIBALD - The answer to the honorable member's questions is - 1 to 4. It has been considered desirable to temporarily defer action in regard to these appointments, which are expected to be made at an early date. The greater part of the work, meanwhile, is being carried out by temporary officers. These are new positions, and no one has a specific claim for appointment thereto, or ground for considering himself aggrieved.
