Mr CROUCH (CORIO, VICTORIA) - I wish to ask the Prime Minister, in reference to his announcement that the Government did not propose to appoint a High Commissioner until after a conference had been held between the Commonwealth and the States Governments, whether he will assure the House that 'he will not attempt to appoint the High Commissioner without previous legislation?
