Mr HIGGINS (Northern MelbourneAttorneyGeneral) - I understand the honorable and learned member to ask whether it is competent for this Parliament to impose upon a Justice of the High Court functions which the Constitution does not explicitly empower him to exercise?

Mr Deakin - Yes.

Mr HIGGINS - I shall look into the matter.
