Mr BRUCE SMITH (PARKES, NEW SOUTH WALES) - I shall be glad if the Prime Minister will explain what appears to be an anomaly in these two clauses. The penalty proposed under . this clause for a wilful offence is .£20, whilst the penalty imposed under clause 55 is £100, or three months' imprisonment. I admit that the offence under that clause is wilful, also, because it is after written notice.
