Mr WATSON - I have been supplied by the Minister of Defence with the following replies : -

1.   The regulation does 'not provide that this sum shall be paid to officers. The General Officer Commanding, who drafted the regulation, considers that the permission for officers to draw the amount of their clothing allowance should rest with the officers commanding regiments and corps ; and that it is most inadvisable that an officer should look upon this allowance as his own property. The allowance will, therefore, be paid' in such cases as the commanding officers may recommend. 2: Brigadier-General Gordon did not direct that this sum should not be paid; but he issuer' instructions in accordance with the direction 01 the General Officer Commanding, as stated above.

That regulation, I desire to add, does not appear to the Minister to be satisfactory, and he is having the same reconsidere'd.
