Mr DUGALD THOMSON (NORTH SYDNEY, NEW SOUTH WALES) - This is the first occasion on which I have heard a member of Parliament assert that we have' no right to discuss that which, the Prime Minister has set before us. The Prime Minister having made a statement as to the Government programme for the next two sessions, we have a perfect right, and, in fact, are bound to discuss them.
