Mr SPEAKER - I have no hesitation in ruling upon the point raised by the honorable member. Probably the honorable member would not have asked the question if he had noticed the terms of the resolution passed this afternoon, to the effect that the Standing Orders be suspended in order to enable the Treasurer to move that all the resolutions of the House and Committee relating to the Appropriation Bill 1903-4 from and after the resolution referring the Estimates as received from the Governor-General to the Committee of Supply be rescinded, and to enable a new Bill to be introduced and passed through all its stages without delay. Therefore we have gone back to the point at which we received the Estimates from HisExcellency the Governor-General in the usual way. The whole of the procedure since that point has been rescinded, and therefore the message from His Excellency holds good.

Question resolved in the affirmative.
