Mr L E GROOM (DARLING DOWNS, QUEENSLAND) - An arbitrary time must be fixed. A public announcement could be very easily avoided until the day before the election, and in the meantime money could be spent with a view to influencing the electors. " Public announcement" is just as wide a term as " offers," but the latter has a common-sense meaning at which the court will find it easy to arrive.
