Mr MCDONALD (Kennedy) - I think that the Government are to blame for what has occurred. No one knows better than does the Prime Minister that the Bill was not introduced to meet the purpose it is now being amended to cover. An attempt is being made to cover the practical defeat of the Government and to extricate them from a humiliating, position. The Government knew very well,, and they know now, that they could not have secured six votes in favour of the Bill as it originally stood. If there has been any legitimate expenditure the House should be fully informed of it, and it should be provided for in the ordinary way in the Estimates.
