CHAIR (Senator Lundy) —I declare open this public hearing of the Joint Standing Committee on the National Capital and External Territories. The committee is inquiring into the Immigration Bridge Australia proposal and will hold two public hearings. The second hearing will be held on Wednesday, 1 April. The inquiry was referred on 26 February 2009 by the Minister for Home Affairs, the Hon. Bob Debus, who has asked the committee to report by the end of May. The committee will examine the Immigration Bridge Australia proposal by taking into consideration the process adopted by Immigration Bridge Australia to settle the design for the Immigration Bridge, taking into account the heritage values of Lake Burley Griffin and its foreshores and the interests of users of the lake.

The committee will also examine the process that has been adopted by the IBA to raise funds for the construction and ongoing maintenance of the bridge. In addition, the commission will examine the approval process required under the Australian Capital Territory (Planning and Land Management) Act 1988 if an application for approval of the bridge were received by the National Capital Authority.

Today we will be hearing from representatives of Immigration Bridge Australia, the National Capital Authority, the YMCA Sailing Club, the ACT Rowing Association, the Canberra Yacht Club, the National Trust of Australia ACT, Pedal Power ACT Inc., the Walter Burley Griffin Society and a number of individuals who have made submissions.

The evidence given today will be recorded by Hansard and attracts parliamentary privilege. Before introducing the witnesses, I refer members of the media who may be present at this hearing to the need to fairly and accurately report proceedings of this committee.
