The order of the day having been read for the resumption of the debate on the question—That the Bill be now read a second time—

Mr S. F. Smith moved—That further proceedings on the Bill be conducted in the House.

Several Members having proposed motions and raised related points of order, the Deputy Speaker (Mr Causley) declared questions on a number of motions unresolved, but that debate may continue in accordance with the resolution of the House earlier today, (see item 16, page 357)—

Accordingly, debate resumed.
