9       Governor-General’s opening speech

The President reported that he had received a copy of the opening speech delivered by His Excellency the Governor-General to both Houses of Parliament.

Ordered, on the motion of the Leader of the Government in the Senate (Senator Cormann), that consideration of the Governor-General’s opening speech be made an order of the day for the next day of sitting.

Suspension of standing order 3(4) : Senator Cormann, by leave, moved—That standing order 3(4) be suspended to enable the Senate to consider business other than that of a formal character before the address-in-reply to the Governor-General’s opening speech has been adopted.

The Leader of the Opposition in the Senate (Senator Wong) moved the following amendment:

Omit all words after “That”, substitute:

“so much of standing order 3(4) be suspended to enable the Senate to consider the following business before the address-in-reply to the Governor-General’s opening speech has been adopted:

(a)      business other than that of a formal character (excluding government business); and

(b)      government business relating to the consideration of the Treasury Laws Amendment (Making Sure Multinationals Pay Their Fair Share of Tax in Australia and Other Measures) Bill 2019.”

Debate ensued.
