7           Selection of Bills—Standing Committee—Report no. 12 of 2021

The Chair of the Selection of Bills Committee (Senator Dean Smith) tabled the following report:

SELECTION OF BILLS COMMITTEE

REPORT NO. 12 of 2021

1.     The committee met in private session on Wednesday, 20 October 2021 at 7.20 pm.

2.    The committee recommends that—

(a)                   the Aboriginal Land Rights (Northern Territory) Amendment (Economic Empowerment) Bill 2021 be referred immediately to the Finance and Public Administration Legislation Committee for inquiry and report by 25 November 2021;

(b)                  the provisions of the Aged Care and Other Legislation Amendment (Royal Commission Response No. 2) Bill 2021 be referred immediately to the Community Affairs Legislation Committee for inquiry and report by 16 November 2021;

(c)                   the provisions of the Corporations Amendment (Meetings and Documents) Bill 2021 be referred immediately to the Economics Legislation Committee for inquiry and report by 18 November 2021;

(d)                  the provisions of the Offshore Petroleum (Laminaria and Corallina Decommissioning Cost Recovery Levy) Bill 2021 and the Treasury Laws Amendment (Laminaria and Corallina Decommissioning Cost Recovery Levy) Bill 2021 be referred immediately to the Economics Legislation Committee for inquiry and report by 18 November 2021; and

(e)                   the provisions of the Telstra Corporation and Other Legislation Amendment Bill 2021 be referred immediately to the Environment and Communications Legislation Committee for inquiry and report by 18 November 2021.

3.    The committee deferred consideration of the following bills to its next meeting:

4.    The committee considered the National Disability Insurance Scheme Amendment (Participant Service Guarantee and Other Measures) Bill 2021 but was unable to reach agreement.

Senator Dean Smith moved—That the report be adopted.

Senator McKim, at the request of Senator Steele-John, moved the following amendment:

At the end of the motion, add “and, in respect of the National Disability Insurance Scheme Amendment (Participant Service Guarantee and Other Measures) Bill 2021, contingent upon introduction in the House of Representatives, the provisions of the bill be referred immediately to the Community Affairs Legislation Committee for inquiry and report by 10 December 2021”.

The Minister for Families and Social Services (Senator Ruston) moved the following amendment to Senator McKim’s proposed amendment:

Omit “10 December 2021”, substitute “25 November 2021”.

Question—That Senator Ruston’s amendment be agreed to—put and passed.

Question—That Senator McKim’s amendment, as amended, be agreed to—put and passed.
