HIGHER EDUCATION FUNDING AMENDMENT BILL (NO. 2) 1995

Order of the day read for the adjourned debate on the motions of the

Parliamentary Secretary to the Minister for Primary Industries and

Energy (Senator Sherry) and the Minister for Primary Industries and

Energy (Senator Bob Collins)--That these bills be now read a second

time.

Debate resumed.

Senator Margetts moved the following amendment in respect of the Higher

Education Funding Amendment Bill (No. 2) 1995:

At end of motion, add, "but the Senate:

(a) notes that Higher Education Contribution Scheme (HECS)

thresholds and repayment levels have now been raised by the

Government for the third time since the inception of HECS;

(b) further notes that, although students have undertaken degrees

with the understanding that they will be liable for a certain

amount of debt, payable at certain rates, the Government has

changed the circumstances of this arrangement many times; and

(c) therefore calls on the Government to give an undertaking that,

in view of the proposed amendments in items 17 to 20 of Part 5

of the Schedule of the bill, neither the HECS thresholds nor the

repayment levels will be increased for the next triennium, that

is at least until 30 June 1999, to give students certainty in

their financial commitments with the Government".
