Senator Baume, by leave, moved--That the Senate--

(a) notes:

(i) the establishment of a Senate inquiry by the Foreign

Affairs, Defence and Trade References Committee into the

consular services available to Australians abroad,

including an investigation of foreign judicial

proceedings involving Australians,

(ii) the predicament of an Australian academic, Dr John

Flynn, held in detention without trial since June 1994

in Tihar Jail, New Delhi, India, under what is

reputably claimed to be a "trumped-up' coin smuggling

charge, and

(iii) the precarious medical condition of 59-year-old Dr

Flynn, who is presently under guard in intensive care

in a nearby hospital;

(b) calls on the Australian Government to take urgent action to

secure the release of Dr Flynn pending a proper resolution of

this matter; and

(c) draws the case of Dr Flynn to the attention of the Senate
