PRIVATE HEALTH INSURANCE COMPLAINTS LEVY BILL 1994

HEALTH LEGISLATION (PRIVATE HEALTH INSURANCE REFORM) AMENDMENT BILL

1994--

Consideration resumed of Schedules 2, 3 and 4, as amended--and of the

amendment moved by Senator Herron:

Schedule 2, page 39, after proposed paragraph (bi), insert the following

paragraphs:

"(bj) Each applicable benefits arrangement of the registered

organization, must provide for a benefit to be payable to an

insured person in respect of hospital or outpatient treatment

for:

(i) psychiatric care; and

(ii) rehabilitation services; and

(iii) palliative care.

(bk) Payments of benefits subject to paragraph (bj) may be offered

by the registered organization on an episode case payment basis

or on a bed day basis.".

Debate resumed.

Question--That the amendment be agreed to--put and negatived.

On the motion of the Minister for Family Services (Senator Crowley),

also moved on behalf of Senator Lees, the following amendment was agreed

to:

Schedule 2, page 40, item 99, omit the item, substitute the following

items:

"99. Paragraphs (ha) and (hb) of Schedule 1:

Omit "a health benefits fund', substitute "the health benefits fund'.

99A. Subparagraph (hc)(i) of Schedule 1:

Omit "any health benefits funds', substitute "the health benefits

fund'.".

On the motion of Senator Crowley, also moved on behalf of Senator Lees,

the following amendment was agreed to:

Schedule 4, page 43, item 11, proposed paragraph 73BD(1)(b), omit

"episodic" (first occurring), substitute "episodes of".

Schedules 2, 3 and 4, as amended, agreed to.

Title agreed to.

PRIVATE HEALTH INSURANCE COMPLAINTS LEVY BILL 1994--

Bill, taken as a whole by leave, debated and agreed to.

The Health Legislation (Private Health Insurance Reform) Amendment Bill

1994 to be reported with amendments and the Private Health Insurance

Complaints Levy Bill 1994 to be reported without requests for

amendments.

The Acting Deputy President (Senator Herron) resumed the Chair and the

Temporary Chairman of Committees (Senator Colston) reported accordingly.

On the motion of Senator Crowley the report from the committee was

adopted.

Senator Crowley moved--That these bills be now read a third time.

Debate ensued.
