NATIONAL HEALTH AMENDMENT BILL (NO. 2) 1994 [1995]

Order of the day read for the adjourned debate on the motion of the

Minister for the Environment, Sport and Territories (Senator

Faulkner)--That this bill be now read a second time.

Debate resumed.

Senator Herron moved the following amendment:

At end of motion, add ", but the Senate:

(a) notes that the Pharmacy Agreement, which is the subject of this

bill and which is to take effect from 1 April 1995, is still

being negotiated by the Government;

(b) notes that this is far from being the only instance of the

Government legislating in anticipation of a set of

circumstanceswhich are still to be resolved; and

(c) condemns the Government for its continual treatment of the

Parliament as a rubber stamp of executive action".

Debate ensued.
