Order of the day read for the adjourned debate on the motion of the

Minister for Family Services (Senator Crowley)--That these bills be now

read a second time.

Debate resumed.

Senator Knowles moved the following amendment:

At end of motion, add "but the Senate condemns the Government for its

failure to pursue responsible economic policies, which failure has led

to:

(a) a massive increase in interest rates which harms all Australian

businesses, families and home buyers;

(b) continuing levels of unacceptably high unemployment;

(c) the certainty of savage tax increases in the 1995 budget;

(d) a huge deterioration in Australia's balance of payments which

has increased Australia's foreign debt to record levels and

threatened our national independence; and

(e) a continuation of the boom-bust cycles which have been the

hallmark of the Labor Government's disastrous performance since

it came to power in 1983".
