COMMONWEALTH GAMES--CATHY FREEMAN

Senator Lees, by leave, amended General Business notice of motion no.

1007 to read as follows:

That the Senate--

(a) congratulates all Australian athletes on their outstanding

achievements at the Commonwealth Games;

(b) congratulates Cathy Freeman for her gold medal performances;

(c) congratulates Cathy for becoming the first Aboriginal woman

athlete to win individual Commonwealth Games gold medals;

(d) commends Cathy for her pride in her Aboriginal heritage, and the

inspiration and encouragement she provides to young Australians,

and particularly young Aboriginal Australians; and

(e) supports Cathy for her decision to carry the Aboriginal flag,

and the Australian flag, during her laps of honour.

Motion determined as not formal: Senator Lees requested that General

Business notice of motion no. 1007 standing in her name for this day,

relating to Cathy Freeman's performance at the Commonwealth Games, be

taken as formal.

An objection was raised and the motion was not proceeded with as a

formal motion.

Suspension of standing orders: Senator Lees, at the request of the

Leader of the Australian Democrats (Senator Kernot) and pursuant to

contingent notice, moved--That so much of the standing orders be

suspended as would prevent Senator Kernot moving a motion relating to

the conduct of the business of the Senate, namely a motion to give

precedence to General Business notice of motion no. 1007 standing in the

name of Senator Lees for this day, relating to Cathy Freeman's

performance at the Commonwealth Games.

Debate ensued.

Question put and passed.

Senator Lees, at the request of Senator Kernot, moved--That General

Business notice of motion no. 1007 standing in the name of Senator Lees

for this day, as amended, relating to Cathy Freeman's performance at the

Commonwealth Games, may be moved immediately and have precedence over

all other business for 30 minutes, that Senators speaking in the debate

may speak for not more than 5 minutes each and that the question be put

at the expiration of 30 minutes.

Debate ensued.

Senator Campbell moved the following amendments together by leave:

Omit "30 minutes", substitute "120 minutes".

Omit "5 minutes", substitute "20 minutes".

Debate ensued.

Question--That the amendments be agreed to--put and negatived.

Senator Lees moved--That the Senate--

Omit paragraph (e), substitute the following paragraph:

"(e) understands Cathy's decision to carry the Aboriginal flag,

and the Australian flag, during her laps of honour."
