BOUNTY (FUEL ETHANOL) BILL 1994

Order of the day read for the further consideration of the bill in

committee of the whole.

In the committee

Consideration resumed of the bill as amended--and of the amendment moved

by Senator Coulter (see entry no. 19).

Debate resumed.

Question--That the amendment be agreed to--put and passed.

Senator Coulter moved the following amendment:

Clause 12, page 6, after paragraph (4)(i), insert the following

paragraphs:

"(ia) the applicant's strategy for addressing long-term and short-term

environmental considerations relating to the project, including

the use of waste or by-product materials as a biomass feedstock;

(ib) the applicant's strategy for the distribution of fuel ethanol;".

The Minister for Small Business, Customs and Construction (Senator

Schacht) moved the following amendment to Senator Coulter's proposed

amendment:

Proposed paragraph (4)(ib), omit the paragraph.

Question--That Senator Schacht's amendment to Senator Coulter's proposed

amendment be agreed to--put and passed.

Question--That the amendment, as amended, be agreed to--put and passed.

On the motion of Senator Schacht the following amendment was agreed to:

Clause 12, page 6, paragraph (4)(h), line 11, after "applicant's",

insert "distribution and".

On the motion of Senator Coulter the following amendment was agreed to:

Clause 22, page 13, after paragraph (f), insert the following

paragraph:

"(fa) the feasibility and features of the applicant's strategy for the

distribution of fuel ethanol;".

On the motion of Senator Coulter the following amendment was agreed to:

Clause 26, page 14, paragraph (3)(a), line 37, omit "2 months",

substitute "one month".

Bill, as amended, further debated and agreed to.

Bill to be reported with amendments.

The Acting Deputy President (Senator Childs) resumed the Chair and the

Temporary Chairman of Committees (Senator Colston) reported accordingly.

On the motion of Senator Schacht the report from the committee was

adopted and the bill read a third time.
