The Deputy President (Senator Crichton-Browne) informed the Senate that

the President had received a letter from Senator Coulter advising that

this day he intended to move--That, in the opinion of the Senate, the

following is a matter of urgency:

The necessity for Australia to adhere to the previously agreed Interim

Planning Target for stabilisation of carbon dioxide emission at the

1988 level by the year 2000 and to a 20 per cent reduction below that

level by the year 2005.

The proposal was supported by 4 Senators.

Senator Coulter moved the motion.

Debate ensued.
