(1) That clauses 1 to 6 be postponed till after the consideration of the Schedule.

(3) That leave be given to Senators to move motions expressing opinions or making recommendations based on the Reports of the Estimates Committees; that such motions be moved when the appropriate Vote is under consideration; that where more than one motion is proposed in relation to a particular Vote the motions may be debated together, but in all cases a motion or motions shall be disposed of before the Question is put on the Vote before the Chair; and that any Resolutions be reported when the Chairman makes his Report to the President at the conclusion of proceedings in Committee of the Whole.

Senator Martin moved--That the Committee, having considered the Report of Estimates Committee B, recommends that the following matters be referred to the Standing Committee on Finance and Government Operations for examination and report:

(1) The First Annual Report of the Special Broadcasting Service, for the period 1 January 1978 to 30 June 1979.

(2) The Second Annual Report of the Special Broadcasting Service, for the period 1 July 1979 to 30 June 1980.

(3) Instances where departments and authorities may have breached statutory reporting requirements.

(4) The matter of financial assistance for the exhibition tour of the United States of America by the speedboat ""Spirit of Australia''.

Senator Robertson moved--That the Chairman do report progress and ask leave to sit again.

Debate ensued,

Question--That the motion (Senator Martin's) be agreed to--put and passed.

The President resumed the Chair; and Senator Davidson reported that the Committee had considered the Bill and had made progress, and asked leave to sit again.
