Senator FIFIELD (VictoriaManager of Government Business in the Senate, Minister for Communications, Minister for the Arts and Minister Assisting the Prime Minister for Digital Government) (12:26): The intention at the moment is that it is targeting areas where there are high rates of harm. It is not necessarily tied to socioeconomics, because there can be some low-socioeconomic areas where you do not have these kinds of statistics. It is not that a low-socioeconomic area has been chosen as such; it is the rates of harm that are present that has determined the one community at this stage that the trail is aimed at. It is not something that seeks to characterise low-socioeconomic communities. It is something that recognises that there are some communities that have a higher incidence of harm, and we are seeing if, through this mechanism, we can reduce that. I am advised that the intention was always to target the areas, if you like, of greatest need with some of these really appalling statistics.
