Senator FIFIELD (VictoriaManager of Government Business in the Senate, Minister for Communications, Minister for the Arts and Minister Assisting the Prime Minister for Digital Government) (10:50): I probably should go back to the first principles here—that is, the card can buy anything except for alcohol and gambling and no-one has to go before or be part of the local community body process in relation to varying the amount that is placed on the card unless they want to. No-one has to. Again I say that the card can buy anything except alcohol and gambling, and there will still be the 20 per cent that is available for the individual in cash.
