Senator BRANDIS (QueenslandAttorney-General, Vice-President of the Executive Council and Leader of the Government in the Senate) (20:31): Senator Xenophon, no act of parliament is written for the purpose of penalising identified individuals. Where they involve the application of the criminal law or sanctions, acts of the Australian parliament are written for the purpose of defining certain offences and penalising certain conduct. They are not ad hominem. They apply to all Australians.
