Senator BRANDIS (5:11 PM) —That is not the question before the chair. I think everyone—opposition, government, cross-bench parties—accepts that this is a special case. We are, by the operation of the law and through no other mechanism, creating a relationship which did not previously exist. So it neither follows logically nor is appropriate to deal with the matter in this context.
