Senator CAMPBELL (Parliamentary Secretary to the Minister for the Environment and Parliamentary Secretary to the Minister for Sport, Territories and Local Government)(6.04 p.m.) —Senator Cooney, I think you are quite right, but I think the commission would understand the black and white intention of those two sets of words. The Attorney-General's advisers have advised that there is no constitutional difficulty with the provisions of the bill. Also, the premise of your first question, to paraphrase you, is that unions will have no role in the future of the award structure. I thought I made it quite clear that the initiation processes for the establishment of awards and the maintenance of awards remain are as they are in the current bill.
