Senator JACINTA COLLINS(5.33 p.m.) —With respect, Parliamentary Secretary, I think there is a separate provision you are relying upon in relation to matters being harsh—I do not quite have the wording in front of me at the moment—as opposed to otherwise. In one sense that appears to be a cross-definition. You have one provision saying that the commission has to take into account matters which might be harsh or, I think, unreasonable and another provision which says `exceptional'. I think we need some further clarification on what is intended there—or certainly the commission will need it.
