Senator MARGETTS(6.32 p.m.) —I need to respond to that. Senator Murray said that the bill makes it clear that advice functions can be delegated. We know that. If there is reasonable recognition in the bill, some actual official recognition, that says that those functions can be delegated, then the centres to which the functions will be delegated will be resourced reasonably. It is not unreasonable to say that if functions are delegated then resources are also delegated. If the functions but no resources are delegated then the whole thing becomes somewhat farcical.
