Senator CAMPBELL (Parliamentary Secretary to the Minister for the Environment and Parliamentary Secretary to the Minister for Sport, Territories and Local Government)(5.59 p.m.) —I am very reliably informed—if this adviser is not wrong—that those decisions, as I have said in relation to the other matters, have not been made. In relation to negotiations with delegated authorities such as the states and the territories, as you mentioned, again the government regards that that would be premature. The commencement date clearly has not been considered at this stage. It would be extremely premature to do so. Of course, the administrative arrangements would need to be put in place as we move towards defining a commencement date.
