—There are many dictionaries with many definitions. I am talking about what is often the case in bills with a legal definition. Perhaps in some prospective court cases in the future various people will bring in various dictionaries if the word `fairness' becomes all that is left between them and annihilation in relation to a contract in which they are hardly an equal partner. So it is not just a throwaway line.
I want to know what legal definition the government is using. If there is not a legal definition, it is a very important point that anybody will be able to bring in any dictionary definition and perhaps the person with the best dictionary definition, or who is able to argue on the best dictionary definition, will gain ground in any court interpretation.
