Senator MARGETTS(9.48 a.m.) —Pursuant to contingent notice, I move:

That so much of the standing orders be suspended as would prevent Senator Margetts moving a motion to provide for the consideration of a matter, namely a motion to give precedence to a motion of censure of the Minister for Aboriginal and Torres Strait Islander Affairs (Senator Herron) in relation to the management of his portfolio.

This is an urgent matter because there is a great deal of hurt being felt in the communities around Australia. The hurt is being felt because of original statements that may have been made, perhaps by mistake, and which are now being seen to be an electoral bonus. There are communities in Australia that are being used as scapegoats. In the meantime, what we have experienced in this chamber has been a minister who so far has failed to seek advice or consult before taking action on a number of occasions.

Senator Kemp —Madam President, on a point of order: this might help to speed the journey and the business of the Senate. We are prepared to take the substantive motion if that would help you and assist us to get on to the main issue. We are happy to proceed on that basis.
