Senator ALLISON —I give notice that, on the next day of sitting, I shall move:

That the Senate—

(a)   notes:

   (i)   the action, on 17 September 1996, of the city of Moreland in northern Melbourne in impounding 12 trucks connected with the Optus cable roll-out, and

   (ii)   that the trucks were proceeding with the roll-out without the appropriate road safety and traffic permit under the municipality's streets and roads local law;

(b)   observes the widespread opposition and concern being expressed by communities throughout Australia regarding the roll-out of aerial cables being undertaken by both Optus and Telstra;

(c)   recommends the Commonwealth Government urgently review the legislation exempting telecommunications carriers from State and local government environment and planning regulations; and

(d)   calls on the Prime Minister (Mr Howard) to convene a national round-table discussion involving the telecommunications carriers and representatives of power companies, State governments and local governments to develop a long-term national program to relocate underground all existing overhead cable in Australia.
