Senator TAMBLING (Parliamentary Secretary to the Minister for Transport and Regional Development)(11.19 a.m.) —I appreciate the questions that have been asked by both Senator Bob Collins and Senator Woodley with regard to these particular amendments. The issue has been under consideration by the government since the matter was raised by state governments in their submissions to the Senate committee in the consideration of this bill. There were important arguments advanced at that time as part of the committee considerations. They were certainly well addressed.

Whilst it is certainly acknowledged that they are major issues and major assets, it is important to consider the views of the respective state governments. As I said in my initial comments, it was important to recognise that the Premier of Western Australia had made a special request to reinforce the views that had been previously put by the Western Australian government, and those views have been taken into account.

In considering the matter regarding the various airports that Senator Collins raised, it is important to note that we have reviewed the issues relating to capital cities. In this regard, both the Premier of Tasmania and the Acting Premier of South Australia have also been consulted. The legislation that has eventuated here today meets the requirements of all three state governments that have been consulted. It also needs to be borne in mind that we are dealing with the phase 1 airports in this regard, which are those that are in the first phase and are essentially the capital city airports.
